You loosen the clamp on the outer steering column shaft which then allows you to move the outer column. As the switch is clamped to the outer column that's how you get your adjustment.

The vertical adjustment of the shroud around the column is critical to getting the self-cancelling fingers to line up with the square headed cancelling bolt.  1/8" either way and it won't work.

or you could be like one of the old blue hairs from Ballard, driving down the road with the blinker on and the seat belt dragging along outside the car door.

just like what onetim said, remove the steering column shroud and you'll see the indicator mechanism. there should be a little screw/post/knob on the steering column itself that triggers the indicator cancellation, but if you've got the mechanism too high or too low on the column, the screw/post/knob will miss the trigger and your indicator will just continue to blink. just slide the mechanism up or down the column to line up with the trigger bit and you should be good!

Remove the column covers and you can watch the mechanism working. I lost the spring on my aftermarket switch, it can also be cancel pin alignment problems.
