Looking at the photo of the "top" it appears that something has broken off. Looking at the bottom it almost looks like a part of a breaker bar wrench, or part of a tool. (maybe a Tee handle swivel wrench/socket)? It appears to be well machined. It does not look like a piston key ring to me.

Hi Doug if you look at the middle their a hole not all the way through it and dark in the middle that what it look like all around before I polish it to make look clean and it very well made, the bottom is slightly worn from over time. Maybe it nothing but I'll wait till the rain die down and take apart.

Since the part you found is solid it cannot be part# 2a3624. 2a3624 has a hole through it.
Do you or someone in your family work with radio controlled planes or cars as a hobby? To me, that part looks like the pistons used in tiny engines and 12V air compressors. I have never seen anything like that on my Mini.

It probably fell off of the someone's keyring. Look up 'piston keyring'.

Did it fall out of the timing chain area upon cover removal? Does that engine have chain tension guides inside the cover area? Possibly part of that assembly? Just guessing...
