Headlight flashes on but wont work on continuous

I have just purchased a mini cooper 2007 and the left headlamp is faulty.
I was going to replace it straight but then I realised that it works when you are flashing the full beams the issue is only there when you want to put the full beams on properly for an extended period of time.
Is this a problem with the relays? Does anyone have any experience or know what might solve this?

You can also swap headlight parts from one side to the other to narrow down the potential cause.
