If you already have a shop willing to mount the tire you may want to try to bond the strip back in place using Loctite-380 (Black Max).  Black Max is used to bond rubber so it might allow you to fix the tear and avoid the tube.  I don't know where to buy the small tubes in Canada but someone must have it.

Well the one store will mount it with the tube ( They already mounted it without tube ).  They are the ones that removed tyres from old wheels

I will get a 10" tube for 165 from a classic MINI supplier up here

There are "radial inner tubes".  Our GT6 has wire wheels, radial tires, and radial inner tubes.  I doubt a chain type tire store will be familiar with tubes and likely does not have radial tubes available.  The store we use for our Triumph is Hendrix Wire Wheel in Greensboro, NC.  They have always provided the radial tubes.  I have no idea if they are available for 10" rims.

Regardless, I doubt you will find a tire store that will mount the tire with the damaged bead... tube or not.

I would probably run it ..  consider it a round towner.. if you dont plan to track or abuse it.  your taking your own calculated risk knowing its there.

008's are harder to mount and have seen a few torn beads. when removed, but they ran and used fine.

Check out the date code too = how old really is the tire?   is it pushing 5+years?   may be getting dried out and worth replacing regardless.

Somewhere I have a box of inner tubes and have run one on a rear. I recently corner weighted a late classic
without driver fronts show 500 per corner and rears 300. Not sure what the tire people say and not sure it's
safe but allowed me to use up some good tread. Steve (CTR)

This is one of those questions like which is better 10" or 12"  I asked this question at a tire place near me for a tire that wouldn't hold air on my boat trailer, the answer was a resounding "no" if it's a radial, "sort of" if it was bias ply, and no if it was on a car. They said the sidewalls on the radial tubeless are stiffer than tube type and it causes friction and heat. I don't know if it was just the company line, but I do know the inner rim shape is different between tubeless and tube type wheels, on a trailer wheel that is, and I would expect it to hold true on a car wheel too.

It's about  a 4cm length of bead that is damaged. ( Just the rubber )... so it doesn't seal.  Can a tube be used on a road going car?

Yes afaik.
