Probably a rhetorical question, but judging by the wipers not parked, the incomplete and mis-matched interior and the lack of cleanup for the photos, I'm guessing it hasn't seen any work and is probably a dog's breakfast. The exterior body modifications appear decently done (no accounting for taste) but who knows how the mods were attached. Sign me "Dubious".

There's a Heinz 57 Hornet out there, too. Fortunately, it's not for sale and I can't find a photo of it. (I didn't look very hard.)

If one could really realize a huge return on this with minimal investment, why doesn't the seller do it? That tells a buyer all they need to know.

"Green mini runs and is fully operational. Updated the carburetor, cleaned all fuel lines and tank. 
Car needs some attention to the interior body/paint. Minimal investment could yield HUGE return on fix and flip $7-8k profit. These cars are extremely hard to come by in the states making the value exponential. Title in hand. MAKE ME AN OFFER!! All paperwork in hand and clean title. Will need to be picked up or shipped."

Fugly doesn't even come close - it's an utter POS.
