13 blade fan - is this a metal one? A lot are using the 11 blade plastic fan (note it does mount only one way).  I'm here in Utah around 10 miles North of the Arizona line and will say I have seen a lot of the 6-bladed tropical fans on Minis out here. 

How long did you run the engine before you took your temperature readings (i.e. did the thermostat fully open ?)

Which aluminium radiator are you using?

I'd check your thermostat.  Take it out and test in a pot of water on the stove

What engine are you running? A 160 degree thermostat may help, more water than antifreeze is better like 40% antifreeze. Will it come down to 180 at a 45 mph cruse speed and spike up when sitting?

trevor.. make sure you do NOT have air pocket in your heater core.. this is common problem with old minis.. that have been sitting for some time.. later bc
