well.. duh? can NOT afford BMW / MINI labor rates?/  what were you thinking.. ??  most Gen X.s can ONLY work on their I phone..  as it is attached their right hand// NEVER buy a car that you can NOT work on YOURSELF..

I don't know the specifics of your car's suspension, but here's some general ideas to consider.
1. If you jack up that wheel and spin it, does it wobble visibly? Does it rub once with each revolution? If so, you rim may be bent and needs to be replaced. There's a chance also that the tire is defective and bulging, though a tire shop would have spotted that right off.

2. Does the wheel rub only when cornering? If so, some of the suspension's components may be worn or loose. That requires the suspension to be inspected and repaired, including a wheel realignment.

3. Does the wheel continuously while driving? If so, suspension components are bent or badly out of adjustment. That also requires the suspension to be inspected and repaired, including a wheel realignment.

The Mini Cooper service department's answer would be expected - they can't/won't promise a specific repair without seeing it. The spring may have collapsed or broken and/or the "strut" (shock and spring combined assembly) may have failed. Or it could be some other part that has allowed the suspension to go out of alignment.
I'd take it to a trustworthy local shop - they should be able to diagnose and repair suspension issues. Take it to one or more shops for an estimate - they will have a close look to prepare the quote and should do it free or at least cheaply.
