There are numerous contradictory things in the eBay listing including a statement that suggest no GPS or other signal generator is included.

Have you hooked the speedo up to power yet and tested its basic function in another car?

EDIT:  I went back to the listing in the link above and looked again.  The link no longer dsiplays the original item and is showing "something similar".  Even when trying to use "View Original Item" eBay is not letting me go back.  Hopefully the original item includes everything you expected and works the way you anticipated.

I use a free speedometer app on my phone, or you can also buy a cheap GPS and use it for your speedo,

I use both types in my mini's,  there might also be someone that makes a speedometer speed reducer, I know they make them
for U.S. cars, transmission shops might be able to help you there,  good luck, the GPS is the best, it also has a clock and you
can also use the GPS if needed

There are a few different options.

1) Contact the folks at APT (gaugeguys.com).  They can build you a ratio adapter box that will match the turns-per-mile (TPM) from your gearbox to the TPM your speedometer needs to read accurately.  You provide them with the TPM measurements, and a pair of speedo cables.  They will return to you a pair of custom cables (one in, one out) that connect to the small ratio gearbox.  It is still expensive but should be well below your $500 figure.

2) Contact Speed Hut and ask them about a custom GPS speedometer to match the other gauges in your car.  I doubt they can offer one the same size as a center binnacle Mini speedometer but they should be able to provide a gauge at least 100mm in diameter.  They can do custom face art so your new speedo matches the other gauges well.  Again, not cheap but should be less than $500

3) Find a speedo house that sells the Dakota Digital electric to mechanical speedometer converter.  You will need the Dakota Digital box, at least one speedometer cable, and probably an electric pulse generator for the gearbox.  This will allow you to take in electrical pulses from your car's drivetrain and convert them to a controlled speed cable output.  Unlike the mechanical ratio adapter mentioned above, the digital box is programmable so you should be able to tweak the accuracy of the gauges to what you want/need.  This will probably be the most expensive solution as a couple of thread adapters will be needed along with a custom speedo cable.  The digital box alone will use up about 1/2 of your budget.

Is there an adapter that one can buy that is not over 500 bucks. that you can screw onto the back of the current in car speedo that works by GPS.

I am building a Suzuki/mini and am not sure if the Suzuki cable will attach to the mini gauge. I also don't want to go buy a $85 cable that I can't use.

I can buy a 3 inch GPS speedometer that has signal indicators and so on for 100bucks on Amazon and may just go that route.
