It's suggested you include specifically what car you are talking about when first posting an issue.  New MINI's are different in most every way compared to classic Mini's thus affecting what suggestions people would (or not) make.

Alright so was able to start. 
I would think if I needed to get reprogrammed the starter would not turn. 
I am only getting g 5- 6 volt fro. Ignition switch at starter. Ran a hot wire a car started right up.
So it's either the push button start switch or a relay
I have looked everywhere for info on relays and nothing seems to say starter where a starter relay is. 
Ps the 5-6 volts at starter last for a second then back to zero volts. Not enough time to start engine.

dan. I agree.. think he will have to re program the ECU./ ALARM.if battery has died..I had same problem with customers MGF.. and I had to send off to www.remotealarms.co.uk to get the re programing unit.. cost about 140 quid.. later bc

Since it is a BMW MINI, my guess is that because the battery died and was replaced, the car's security/anti-theft system needs to be re-programmed.

The computer seems to think cars has started so the starter just stops right before engine runs.

Check the battery earth (and I suppose power) connections - esp. at the car end for batt earth.

I would also remove and clean each end of the earth line in the engine bay.

Aaaand, if you have a battery cutoff give it a good going over.......
