Yes they will get pushed up the stem really they need to be installed right under the spring retainer they are designed to stop oil from running down the valve stem as the retainer can act as a small reservoir and funnel right down the stem and puddle on top of the guide. Some valve stems have a groove just for this o ring it will be just under the groove for the keepers.
(edit) not a useless item works well if used correctly if the valve does not have a groove for the o ring its really not the right kind of seal to be using but can be of some good if installed up against the bottom of the retainer.

Larry, I concur. The most useless item I have ever seen. Most likely to perish, and get sucked down a pushrod hole. I use the Viton stem seals from Todd....... most excellent replacement! If you're not on the edge............ you're taking up to much space.

Are these the factory seals you are talking about or the Viton seals with the steel spring going around the body? I would personally use the Viton seals as they last 4x longer, work better and are comparable in price. Secondly, I put them on both exhaust and intake and have had no adverse affects. When I left them off of exhaust initially, oil was still getting down there and I'd get a puff out of the tailpipe after idling for a while. That went away when I put on the full set of seals. I don't think there is much credibility to the concern about not having enough lubrication when seals are used on exhaust - at least not when using the Viton. Contact Todd Miller for the Viton seals: http://www.austinamericausa.com/ "I drive a Mini. What are you compensating for?"
