Does the AC compressor engage when the AC is turned on?  Sitting at idle, the engine speed should change slightly when you turn on the AC.  Try the same with the defroster on - see if the compressor engages.

When you say the 'temp sensor' reads -40 - I presume it is the ambient temperature readout.  I recommend you replace the ambient temp sensor as it is a relatively inexpensive fix.  It is common for the AC to be disabled in cold temperatures - this is to protect the compressor from damage since the oil gets very thick in very cold temps.
